Richard Pierce has called Odessa home since the sixth grade. He graduated from Odessa Permian in 1976 and married his wife, Cindy, in 1979. Together they’ve built a life rooted in faith, hard work, and community - living in the same Odessa home for over 40 years.

A proud conservative and Christian, Richard and Cindy have two daughters, Amber and Lindsey, and five grandchildren. Cindy is a retired ECISD teacher, and Richard has served his community in many ways - from coaching Odessa girls’ softball to volunteering through Sherwood Baptist Church, where he’s been a member for nearly four decades.

Richard started his plumbing career as a teenager, digging ditches and learning the trade from the ground up. Over five decades later, he’s a retired Master Plumber and former business owner who’s led multi-million-dollar construction projects and trained the next generation as an OSHA and ICC instructor.

He’s held multiple professional licenses - including Texas Responsible Master, Medical Gas, and Backflow Certification - and served as the Responsible Master Plumber for companies employing over 80 people. Richard’s experience spans commercial management, school and county contracts, and military projects.

Today, he continues to teach part-time for the International Code Council, helping others build safe, reliable communities from the ground up.

Richard believes Ector County can grow responsibly - without overburdening taxpayers. With local tax rates continually climbing, he’s running to ensure residents on fixed incomes, like himself and Cindy, aren’t left behind.

“We need to make sure what we build today is large enough for tomorrow - and that we’re proud of it, not paying for it forever.”

Richard brings over 50 years of experience in commercial construction, budgeting, and project oversight - the kind of hands-on, no-nonsense leadership Ector County needs as it plans future projects like the Courthouse, Youth Center, and Library.
